Anti Social Behaviour and Nuisance Manager

Job Introduction

Role Purpose

This is an exciting opportunity to lead our newly merged Anti-Social Behaviour (ASB) and Nuisance team. Acting as the service lead for community based anti-social behaviour, anti-social behaviour in BCP Homes premises, Community Safety Accredited Scheme officers (CSAS) and Environmental Protection.

The role reports directly to the Head of Public Protection and will develop a multi-disciplinary response to ASB and Nuisance based issues across the team. Utilising a range of powers and legislation, you will support the teams in a problem-solving approach to issues by taking robust, but proportionate, action. You will act as strategic team lead and hold a key role in multi-agency working with Dorset Police, developing multi-agency approaches to Crime and Disorder.

Main Responsibilities

This role is responsible for a team of 37 officers across four disciplines and directly manages five Principle Officers.  They will support Principle Officers in their roles to develop, motivate and lead their teams to ensure officers are performing at their best.

Having experience of strategic management as well as a knowledge of how anti-social behaviour and nuisance affects our communities, to develop and oversee delivery of the Council’s strategic aims and objectives.

  • ensuring the team meet the councils statutory duties, taking a risk-based, harm centred approach to protect communities and victims.
  • manage a team budget of £1.3million in a challenging financial climate, therefore, experience of budget scrutiny and ensuring efficient working practices is essential. 
  • act as lead manager for the external WISE flytipping and littering contract. 
  • regularly review and update the ASB and Nuisance Service’s processes, policies and procedures, ensuring that they are all compliant with the relevant legislation and, where practicable, reflect good practice.
  • Hold accountability for setting appropriate fees, ensuring that resources are used appropriately and effectively within the context of the legislation and case law.


The Ideal Candidate

The area of ASB and Nuisance can be challenging, the ideal candidate will need to demonstrate a high level of resilience and have the ability to remain composed under pressure.

They will need to have the ability to lead a team within a challenging environment, keep abreast of legislative changes and be innovative in their approaches to service delivery and design as well as managing financial changes. 

This is a  front facing services with teams working directly with our local communities to improve their feeling of safety and their wellbeing and as such this post will be both publicly and politically visible, therefore will need to be an expert in the subject matter and be politically astute.

Great communication and interpersonal skills are essential, as there will an expectation to be able to confidently liaise and negotiate with a range of partner agencies as well as senior council managers, Cabinet portfolio holders and the public. This may also mean on occasions having to deal robustly with what can be challenging behaviour.
