Job Introduction

Role Purpose

 

An opportunity has arisen for a Clerk of Works to join the New Development Team of BCP Council’s Transport Development Management team.

The New Development Team is specifically responsible for authorising and inspection third party work on either the existing highway through S278 agreements, or highways that are to be adopted as highway upon completion through S38 agreements.

The successful applicant will work within the New Development Team to provide site inspection functions on S278 and S38 works across the BCP area, to ensure that completed works are fit for purpose and suitable for adoption. We are looking for someone who has a good breath of knowledge of highway design and construction, particularly within local authorities.


Main Responsibilities


The successful applicant will be required to be able to read and interpret complex highway construction drawings, to ensure works are built to the relevant specifications via regular inspections on site. They will also be required, with the assistance of the New Development Officer, to agree alternative solutions on site. 

As Clerk of Works you will be responsible for:

  • Providing expertise for the New Development Team that includes technical advice for all new highway infrastructure relating to both major and minor development that receives planning consent, to ensure a safe, sustainable and efficient highway network to and from such development. 
  • Leading on the checking and inspection activities of highways construction works undertaken by or on behalf of the Council.
  • Maintaining records of all inspections and actions taken following each site visit.
  • Issuing detailed instructions to contractors to cover safety matters and design details as required.
  • Overseeing condition surveys and inspections of highways and structures.
  • Ensuring that works carried out under S278 and S38 are safe, fit for purpose, and minimise future liabilities to the Council.  
  • Overseeing Road Safety Audits during or post construction stages.


The Ideal Candidate

In order to be successful in the role, you will need:

  • Extensive experience of working on the public highway. 
  • Ability to develop relationships with key stakeholders, customers, and partners to influence and achieve organisational outcomes.
  • Detailed understanding of legislation and best practice relating to highways, and planning.
  • Be able to quickly adapt your approach to changing circumstances
  • Relevant degree in construction or equivalent or have proven industry experience.
  • Ability to communicate, develop and maintain strong working relationships with all levels.
  • Excellent knowledge of NRSWA and Chapter 8.
  • Evidence of up-to-date detailed working knowledge and understanding of current highway construction techniques and an appreciation of how these can be applied to local situations using creativity and innovative interpretation.

As a result of the creation of BCP Council in 2019, we are working on simplifying our terms and conditions of service and will be creating a single pay structure which is to be applicable for all employees. We have been in a process of collective bargaining since 2019 and have positively worked forward to reach an agreed position with the unions for the new contractual offer. This has taken longer than we hoped and therefore we are having to consider all alternative avenues available to enable us to remove inequality in the organisation as a result of bringing together 3 councils. 

We are in the process of establishing a timescale for implementation, and all colleagues joining us will be included in these changes. We want to reassure everyone that whichever route is taken to reach the new terms and conditions, we can honour continuous service and there will not be any job reduction as a result of the implementation of Pay and Reward.
