Starting salary for this role is £48,266 (pro rata for part-time colleagues).

Role Purpose:
The technical and professional lead responsible for the operational management, procurement and efficient delivery of safe education transport. This includes line managing a team of Education Transport Co-ordinators and Passenger Assistants. Overseeing the implementation of current legislation, council policy and industry good practice. Monitoring transport suppliers to resolve contractual and service issues.
Main Responsibilities:
- The line management and supervision of circa 10 officers responsible for the co-ordination and administration of education transport.
- The recruitment, line management and development of a team of circa 200 Passenger Assistants
- Meet the needs of customers in accordance legislation and council policy by designing,specifying and procuring safe, cost effective and efficient education transport solutions.
- Ensure the safe delivery of education transport services by managing all health and safety matters including an effective system of risk assessment, incident reporting and resolution.
- To act as the team’s safeguarding lead.
- Responsible for effective performance and budget management of education transport. Including the delivery of quality management information to demonstrate performance against a range of indicators.
- Ensure that timescales are met, and efficiency optimised by developing and reviewing business processes and ICT solutions.
- Investigate and respond to members enquires,customer complaints and Ombudsman enquiries within the target response period.
- Manage the monitoring of education transport suppliers to ensure statutory and contract compliance.
- Lead and review the creation of transport solutions for young people with the most complex needs including liaison with commissioners, parents,schools and other professionals.
Specific Qualifications and Experience
- Degree level qualification or equivalent experience.
- Relevant management or SEND / social work qualification or equivalent experience.
- Well-developed and authoritative knowledge of education transport statutory guidance, health and safety regulations and good operational practice.
- The ability to manage risk and develop safe working practices.
- Well-developed and authoritative understanding of young people with SEND and the impact on families.
- Proven experience of managing,motivating and developing a diverse team of staff.
- Experience of designing, implementing and reviewing business processes to improve efficiency / outcomes.
- Understanding of excellent customer service.
- Experience of managing operational budgets.
- Experience of effective contract management.
The Ideal Candidate:
- Confident, with the ability to use initiative to solve complex problems and manage risks associated with education transport.
- Ability to remain calm and work effectively in highly pressurised / stressful situations. To show empathy when delivering contentious messages to families in difficulty because of their child’s needs.
- Confident communicator ability to discuss or write and present reports to a range of audiences.
- Good IT skills with the ability to use common and passenger transport specific software.
- Positive approach to work, self-motivated with a commitment to professional development.
- Proven ability to manage time effectively, prioritise and meet deadlines and targets.
- Knowledge of and commitment to equality and diversity.
- The ability to act as a role model in respecting the views of others and leading a team.
Job Requirements
- A flexible approach to working hours including cover from 07:00 until 17:00 and potentially evening and weekend work on occasions.
- Must be able to travel, using public or other forms of transport where they are viable, or by holding a valid UK driving licence with access to own or pool car.
- Enhanced DBS check.
