Job Introduction

Role Purpose

 

BCP Council’s Children’s Commissioning Team is responsible for commissioning services that support children, young people and families. We are seeking 2 experienced and highly motivated Finance Officers to join our team and be responsible for coordinating regular payments to external providers. 

 

The role will be demanding but rewarding for the right individual who will be responsible for ensuring that payments are processed effectively and within agreed timescales. Experience of working within a finance environment alongside processing invoices manually and using bespoke financial systems is required.  

 

Candidates need to have excellent administration and communication skills with a track record of working closely with internal and external providers. They should be able to demonstrate experience in finance. It is essential that candidates can work independently with multiple priorities and conflicting deadlines.

Main Responsibilities

To provide administrative support to ensure accurate, efficient and timely payments for children’s services are administered via a range of payment methods including bespoke children’s payment systems, by liaising closely with internal colleagues and Service Providers. To provide support to finance colleagues in the areas of SEND, CHAD and Direct Payments. 

  • Support the administering of regular and ad hoc payments through bespoke finance systems
  • Investigate finance queries from internal colleagues and Service Providers in a professional and timely manner.
  • Provide administrative support to the Senior Finance Officers and Direct Payments Support Officer, including maintaining databases and spreadsheets.


The Ideal Candidate


Specific Qualifications and Experience

  • A-level qualifications (or equivalent)
  • Experience of explaining contractual and financial requirements in a clear manner to members of the public.
  • Knowledge of generic financial regulations and payment terms.
  • Ability to raise queries and follow through to outcome.


 Personal Qualities & Attributes

  • Organised with a strong attention to detail.
  • Diplomatic and able to deal effectively with potentially difficult situations including excellent customer service skills.
  • Willingness to work flexibly and thrive in a pressured environment.

As a result of the creation of BCP Council in 2019, we are working on simplifying our terms and conditions of service and will be creating a single pay structure which is to be applicable for all employees. We have been in a process of collective bargaining since 2019 and have positively worked forward to reach an agreed position with the unions for the new contractual offer. We are in the process of establishing a timescale for implementation, and all colleagues joining us will be included in these changes.
