Commissioning Officer for Homecare and Reablement - 2 year fixed term

In this role, you will support the development and implementation of innovative commissioning strategies, work closely with stakeholders, and ensure that our services meet the highest standards of quality and efficiency. This role is fixed term for 2 years.

Main Responsibilities

  • Support the development and delivery of a strategy and procurement plan for the provision of home care 
  • Conduct demand and needs analyses of home care and reablement provision
  • Support and research the development of a model for home care and other service utilisation
  • Review emerging national and international models of home care, which include fully integrated health and care teams to support locality population health and wellbeing 
  • Participate in an audit/review of home care packages 
  • Support the implementation of short to medium term changes to delay and reduce people’s care needs, home care activity and costs
  • Research best practice models for reablement and intermediate care
  • Support the transformation and performance improvement of reablement services
  • Utilise the market to find solutions to ongoing service issues including workforce development, skills and training, capacity for difficult to source localities, small and highly complex packages
  • Engage with adult social care colleagues and develop a co-production plan to move towards a culture of valued partnership with our providers, including meeting the specialist needs of people

 

The Ideal Candidate

  • High level of understanding of the Adult Social Care sector and the Social Care Transformation agenda.
  • Knowledge of partnership working and developing services with partner
  • Understanding of legislation and changes that inform and shape the way in which commissioned contracts are developed and monitored with the Adult Social Care service area.
  • Experience of using procurement and contracting procedures (including legal and regulatory requirements and the risks of non-compliance), and of developing standard specifications and contract documentation. 
  • Well-developed communication and interpersonal skills, and the ability to work in partnership. A flexible, adaptable approach to communication and engagement with a range of people and situations.
  • Ability to lead, plan and organise own workload
  • Ability to prioritise workload with competing demands and manage activities in order to deliver commissioning projects and objectives
