Adult Social Care – Commissioning - Service Improvement Officer

We are seeking two dedicated and passionate individuals to join our Service Improvement Team as Service Improvement Officers on fixed term 23-month contracts. The Service Improvement Team supports BCP Council to deliver its responsibilities under the Care Act 2014 by ensuring that any person in receipt of a commissioned service receives a high-quality service from their care provider and that our contractual requirements are met.
Able to work in a fast-paced environment, the post holder must have proven administrative experience and work with a high degree of professionalism and be capable of managing a varied workload. Often working to tight deadlines, at times, they will be expected to work independently on their own initiative.
The post holder must have excellent interpersonal and communication skills as they will be liaising with a spectrum of stakeholders.
Blend of office based & agile working.
The successful candidate will:
- Complete regular Contract Monitoring of commissioned care providers to ensure contractual compliance and a high standard of care delivery is being provided. This will involve regular contact with service providers, on-site service monitoring visits, gathering feedback from service users, their families and the ASC workforce.
- Identify and monitor trends and themes to identify risks
- Support providers to implement and follow improvement plans where areas for development are identified
- Provide support, advice, and guidance to social care providers, to drive continuous improvements in the quality of care delivered to service users receiving a service funded by BCP Council.
- Support Safeguarding processes

As a result of the creation of BCP Council in 2019, we are working on simplifying our terms and conditions of service and will be creating a single pay structure which is to be applicable for all employees. We have been in a process of collective bargaining since 2019 and have positively worked forward to reach an agreed position with the unions for the new contractual offer. This has taken longer than we hoped and therefore we are having to consider all alternative avenues available to enable us to remove inequality in the organisation as a result of bringing together 3 councils.
We are in the process of establishing a timescale for implementation, and all colleagues joining us will be included in these changes. We want to reassure everyone that whichever route is taken to reach the new terms and conditions, we can honour continuous service and there will not be any job reduction as a result of the implementation of Pay and Reward.
