We are looking for an Expert at Hand Transformation Specialist to support BCP Council’s special educational needs and disabilities (SEND) reform, with a focus on the Experts at Hand transformation programme, Inclusion and Alternative Provision.

Working with the Education and Skills Performance and Intelligence Team, you will develop trusted datasets, semantic models and practical reporting tools. Your work will help colleagues understand delivery, monitor impact and make informed operational and strategic decisions.

A key part of the role will be sharing your knowledge with existing analysts, building on the team’s existing expertise to strengthen and sustain in-house reporting.

Main Responsibilities:

  • Review existing Education and Skills reporting datasets, including gold layer datasets and semantic models, and identify opportunities for improvement.
  • Clean, transform and prepare data into trusted, business-ready gold layer datasets.
  • Build semantic models to support Experts at Hand, Inclusion and Alternative Provision reporting.
  • Design and develop Power BI reports and dashboards to support operational and strategic oversight.
  • Develop digital tools for Experts at Hand, Inclusion and Alternative Provision, working with colleagues to translate reporting needs into practical solutions.
  • Expand Inclusion reporting to cover key areas such as permanent exclusions, suspensions and attendance, including child-level data where available.
  • Support the development of Alternative Provision reporting within the Education and Skills reporting app.
  • Train, mentor and support existing team members to strengthen internal skills in Microsoft Fabric, T-SQL, semantic modelling and Power BI development.

The Ideal Candidate:

You will bring advanced knowledge and strong practical experience of Microsoft Fabric and Power BI, with the skills to develop trusted datasets, semantic models and clear, user friendly dashboards. You will be confident analysing complex information, and presenting findings in reports that support service improvement and decision making.

You will be able to plan and deliver work, manage competing priorities and assure the quality of your outputs. Clear communication and a collaborative approach will help you work with analysts, service leads and transformation colleagues, explain technical information and share your expertise.

You will bring experience in:

  • Degree or work experience relevant to the service area.
  • Advanced knowledge of fabric and power bi.
  • Detailed knowledge of the relevant service area or specialism (ie Children’s Services in particular SEND and Inclusion).
  • Ability to communicate clearly and persuasively with a range of stakeholders.
  • Ability to analyse and present information, including statistical data, and prepare reports.
  • Developing dashboards and reporting tools for operational and strategic use.
  • Supporting and mentoring others to build technical capability.

Experience of working with education, inclusion, SEND or children’s services data would be helpful, but is not essential.
