Role Purpose

 

  • We are looking for an experienced Programme Manager to be part of our ambitious transformation and innovation agenda
  • This is an exciting opportunity to be part of a dynamic and collaborative programme team with one of the UK's newest local authorities
  • The role will lead and coordinate a range of technology-enabled work programmes ensuring that they align with our ambition to be a leading digital and insight driven local authority. You will play a pivotal role in supporting our Resources Directorate with their change activity, taking a consultative approach to support strategic intent and objectives through assisting with defining, planning and leading programmes within that area.


Main Responsibilities


  • Define complex programmes and projects, partnering with senior leaders and stakeholders to translate Council strategies and priorities into structured schemes of work
  • Plan and deliver complex programmes and projects, typically involving a number of inter-dependent workstreams, to ensure that the desired outcomes and benefits are achieved. This includes setting programme milestones and identifying and managing all risks and issues in line with the agreed Council framework
  • Lead and coordinate project teams through matrix management arrangement to deliver programme objectives on time, on budget and to the required standard
  • Lead programme and project reviews in order to identify, assess and take action to mitigate risks and dependencies in a timely manner, escalating where necessary to ensure project and programme success
  • Establish and maintain the programme and project management framework associated with each area work, producing and presenting reports to Programme Boards and ensuring that all decision-making is transparent
  • Collaborate with other Programme Managers to drive the ongoing development and optimisation of the PPM Centre of Expertise
  • Ensure operational effectiveness of the team through effective resource and capability planning to meet organisational priorities


The Ideal Candidate


  • You will have a practical experience of delivering large scale programmes using structured methodologies
  • You will have experience of how to effectively deploy technology solutions alongside process and people change to drive organisational efficiency
  • You will be a natural collaborator and work well with a range of stakeholders at all levels to deliver programmes and projects successfully
  • Through your career you will have shown how you can have real impact using both tried and tested methods, but also willing to problem solve and innovate to get the best results
  • You will be an excellent communicator, highly organised, and have the ability to think critically and innovatively
